I have examined the accompanying Ordinance, entitled "An Ordinance enacted by the Governor of Hong Kong, with the advice and consent of the Legislative Council thereof, to provide for the issue of search warrants in the case of suspected coinage offences;" and I am of opinion that the Ordinance is one which is not contrary to the Governor's instructions.
Ordinance No. 10 of 1865, which relates to coinage offences, contains no clause now in force authorizing the above...
